  17. <p>     Talk about missing an opportunity. Almost three years before
  18. the collapse of the corrupt Bank of Credit & Commerce
  19. International, the Justice Department failed to pursue evidence
  20. that the institution was involved in a whole network of
  21. nefarious activities. That was the Senate testimony last week
  22. of Robert Mazur, a federal undercover agent who said prosecutors
  23. ignored "hundreds of leads" and failed to exploit 100,000
  24. documents seized in a 1988 money-laundering crackdown on
  25. B.C.C.I.'s Florida branch. The investigation, in which five
  26. B.C.C.I. officers were arrested at a phony "bachelor party" for
  27. Mazur, led to prison sentences for the executives and a $14
  28. million fine for the bank.

  30. <p>     But the evidence gathered in the case pointed to a far
  31. wider conspiracy, including B.C.C.I.'s secret ownership of
  32. Washington-based First American Bankshares, said Mazur, who
  33. testified behind a frosted-glass partition and spoke into a
  34. voice-altering microphone to protect his identity. "We needed
  35. a lot more help than we had," said Mazur, who blamed the lapse
  36. on a dire shortage of staff and overly generous plea bargaining.
